Court Commissioner and Judge Pro Tem Shane Seaman

Born and Raised in Kitsap County

As a Judge, my responsibility is to make sure you are heard, you are given an opportunity to ask questions and, be given a decision that is fair and just. All judicial candidates claim to be fair, and to follow the law, but to truly understand what it takes to justly and equitably hear a litigant’s matter takes experience and time. To be trusted requires a connection to the community and service.


  • Born in Seattle at UW, raised in Port Orchard.
  • Attended Olalla Elementary School, John Sedgwick Junior High School & South Kitsap High School, known to many while in school as Shane Brees under stepfather’s name.
  • Attended Olympic College.
  • Graduated from Excelsior College with a Bachelor’s Degree in Business Administration.
  • Joined the United States Coast Guard in 1996, stationed in Seattle on the USCG Cutter Midget, District 13, and at the USCG Air Station in Elizabeth City, NC; started law career with the United State’s Coast Guard District 13 legal office in 2000. Recipient Coast Guard Achievement Award. Veteran.
  • Juris Doctorate from Gonzaga University Law School; Graduated cum laude from Gonzaga Law School in 2004. While attending Gonzaga, Shane founded the Service Members Law Club and participated yearly in the Admiralty Moot Court Competition.
The Law Has Always Been Shane’s Future
  • Interned while in law school at a premier law firm-Delay, Curran, Thompson, Pontarolo & Walker, in Spokane, Washington.
  • Moved to Port Townsend area, became the felony prosecutor for the Jefferson County Prosecutor’s Office and county Deputy Coroner.
  • Went into private practice in 2006, where he was a partner in the Port Hadlock law firm Knauss & Seaman PLLC handling criminal defense cases and civil litigation, including real estate, probate and business law.
  • Shane and his wife Kendra started Seaman Law Firm PLLC in January 2012 located in Poulsbo, Washington, where they now are located. In November of 2016, Bert “Dee” Boughton joined the firm as a partner, and Cross Sound Law Group was formed, practicing real estate litigation, land use, probate litigation, and business law for the past ten years. Shane then brought on Brittany Arnold, adding a bankruptcy practice, and joined with Kate Gamble as of counsel while Dee Boughton took an opportunity to serve in the Clallam County Prosecutors office.


Extensive Court Experience (current District Court Pro Tem Judge)

  • Shane is currently a Court Commissioner for Bremerton Municipal Court appointed by Judge Docter in 2013 and now Judge Tracy Flood.
  • Shane actively sits as a Judge Pro Tem for Kitsap County District Court, the Bainbridge Island, Bremerton, and Poulsbo Municipal Courts and has served in Port Orchard Municipal and Jefferson County District Courts.
  • Attended Washington State Judicial College 2013. Member of the District Court and Municipal Court Judges’ Association since 2013.
  • As a Court Commissioner, attended key training every year for the last nine years, including the recent training on implicit biases, inclusivity, etc., that the Supreme Court has made a point to emphasize.
  • Shane has presided over nearly every type of case for the past 15 years that you, as a voter, may appear in the District Court. Presided over numerous jury trials and evidentiary hearings. Almost a decade as a Court Commissioner, hearing thousands of cases from parking tickets, traffic tickets and small claims to protection orders and serious criminal charges like Domestic Violence and DUI’s. Already trusted to work as a judge pro tem and court commissioner.
  • Litigated cases at every level of the Court system in Washington State: Federal District Court for the Western District of Washington, Municipal Court, District Court, Superior Court, Court of Appeals Division II and the Washington State Supreme Court. Extensive Trial Court experience as well as Appellate level experience.

Shane currently lives in Poulsbo with his wife, business and parenting partner Kendra, and two daughters. He is an avid boater, fisherman, family hiker, Seahawk and Mariner fan, relentless band volunteer, Coast Guard advocate and trusted as a familiar choice by seated judges to be the Pro Tem Judge that relieves them during absences.
